Helping Older Adults Live Independently With Financial, Health, and Community Support
As we move into 2026, seniors in California are expected to continue benefiting from a range of government-supported programs designed to promote financial stability, healthcare access, and independent living. While some program details are still being finalized, the resources below remain essential tools for older adults and their caregivers.
Social Security — Cost-of-Living Adjustment (COLA)
Social Security is a key income source for many retirees and individuals with disabilities. In 2026, benefits are projected to increase by approximately 2.8% through a cost-of-living adjustment (COLA). This may translate to an average increase of about $56 per month for retirees beginning January 2026.
COLA adjustments are intended to help offset rising costs for essentials such as housing, food, and healthcare, though individual experiences may vary.
Supplemental Security Income (SSI) & California State Supplementary Payment (SSP)
Low-income adults age 65 and older may qualify for Supplemental Security Income (SSI). California enhances this federal benefit through the State Supplementary Payment (SSP), increasing monthly assistance for eligible seniors.
These funds may help cover basic living expenses such as rent, utilities, groceries, and personal necessities, supporting seniors who wish to age in place.
Medi-Cal (California’s Medicaid Program)
Medi-Cal provides free or low-cost health coverage for eligible California seniors, including doctor visits, hospital care, and certain long-term services.
2026 Update: Asset limits are expected to be reinstated beginning January 1, 2026. This means a senior’s countable assets may once again impact eligibility.
Despite this change, Medi-Cal remains a critical healthcare resource, especially for individuals who also receive Medicare.
CalFresh — Food Assistance for Seniors
CalFresh provides monthly grocery benefits through an EBT card. Seniors age 60 and older often qualify under higher asset limits and simplified reporting requirements, making the program more accessible.
Some seniors may also be eligible for nutrition programs that support access to fresh fruits and vegetables through local markets.
Nutrition & Community Meal Programs
Many older adults can access home-delivered meals or community dining programs, which support both nutrition and social connection. These programs play an important role in reducing isolation and supporting overall well-being.
Housing & Utility Assistance
Several programs frequently support older Californians:
- Section 8 Housing Choice Vouchers help reduce rental costs, though waitlists may be lengthy and vary by county.
- Utility assistance programs can help offset heating, cooling, and electricity costs.
- Weatherization programs may provide energy-saving home upgrades for eligible seniors.
Guaranteed Income Pilot Programs
California is exploring Guaranteed Income pilot programs for adults age 60 and older who receive certain benefits. These programs are limited in scope, and availability may vary by county.
California’s Master Plan for Aging
The Master Plan for Aging guides statewide efforts to improve housing, caregiving support, transportation, and economic security through 2030. While not a direct benefit, it influences how services are expanded and improved over time.
